Legal Counsel


Transparency International (TI) is the global civil society organisation leading the fight against corruption. In collaboration with more than 100 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Main function: 

The Legal Counsel provides technical legal support to the TI-S senior management in the form of legal advice and leads initiatives to strengthen TI’s legal infrastructure and implements programmes to improve TI’s legal capacity and capability of TI.

Governance and Legal

Job grade:



  • Provide legal advice to the TI-S senior management as may be required and ensure that the organization is in full legal and administrative compliance with the requirements of German law
  • Act as leading specialist and advisor of senior management in all labour law questions including Works Constitution Act
  • Plan and prioritise the different areas requiring legal support, and determine how to best proceed in each case and coordinate resource allocation within the legal team
  • Check TI’s advocacy messages and material and key external contracts of TI-S from a legal liability point of view
  • Provide, and coordinate as lead of the legal team, legal support required across TI-S for effective Programme delivery including legal risk assessment and identify training needs to raise effective use of legal capacity and capability across TI-S and the TI Movement
  • Coordinate and mobilize legal resources and technical knowledge in TI-S and the Movement to support the legal aspects of the TI Strategy and TI’s intellectual property
  • Oversee the Legal Affairs budget

Knowledge, experience and skills:

  • University degree in law obtained in Germany (First and Second State Exams); additional degree in social sciences, public policy or other relevant fields desirable
  • 7+years of relevant experience with an International NGO or International Organisation with demonstrated in-depth knowledge and successful track record of legal affairs or related fields
  • Expertise in German law essential, with a proven background in German labour law and contract law
  • Expertise in anti-corruption and knowledge of associated legal risks
  • Ability to interact and develop effective relationships with a wide range of internal and external constituencies; strong networking and convening skills
  • Experience in knowledge management and capacity development
  • Strong communication skills and the ability to explain legal matters to non-legal audiences
  • Business fluency in both English and German essential; additional languages an asset
  • Strong analytical and problem solving skills with a pragmatic and proactive approach
  • Extensive leadership skills and ability to drive results in a complex environment
  • Willingness to travel
